The situation of course was different — this literally was not, as Moses, or the Americans, or in contemporary Egypt, building a new nation; having some sort of societal structure in which people may prosper and live rewarding and fulfilled lives.
Already there was that structure for Jesus and his contemporaries. This was not a situation where there was no law — law and its observance was very much part of living in Palestine in those times. The trouble was, was all of this law leading to a full life?
It would seem not. It would seem the religious fundamentalists, groups like the Pharisees and the Scribes, had got hold of the law of Moses and turned it into a burden, a burden too much for the people to bear. And we know the battles Jesus had in that regard: the legalism that excluded women, or the disabled and infirm; the food laws and the laws of Sabbath observance which prevented the people from being healed or fed; the religious practices which encouraged showy actions and insincerity rather than devotion from the heart. But then law, or a structure to life was not a bad thing.
That also was needed. We still need the law — conventions or ways of living together. Yes, we still need the law. Otherwise it would be chaos, all actions would be permitted, nothing would be restrained, a Hobbesian nightmare. It would be just like the children of Israel wandering in the wilderness whinging and wanting to do what they pleased. However, Jesus is saying, what is in fact more important than just the external observance of the law, or having the law policed by little petty judges set up everywhere, was people in their hearts living and behaving because they wanted to.

Then they and others may live a fulfilled life. But I say to you that if you are angry with a brother or sister, you will be liable to judgement. Here it is anger.
